Quebec has a special agreement on immigration with the Government of Canada. The province has its own rules for choosing immigrants who will adapt well to living there.

To immigrate to Canada as a Quebec Experience Program / PEQ, you must apply in the following 2 stages:
1- Apply to the Government of Quebec for a Quebec Selection Certificate (Certificat de sélection du Québec [CSQ]).
o The Province of Quebec will assess you, using its own rules.
o The certificate shows that the Province of Quebec has accepted you as an immigrant.
2- If the Province of Quebec chooses you and gives you a CSQ, you must apply to Immigration, Refugees, and Citizenship Canada for permanent residence.
The Quebec Experience Program, or Programme de l’expérience Québécoise, or PEQ) is another Quebec immigration pathway available to eligible international graduates with a Quebec diploma and individuals with at least 12 months of skilled work experience in the past 24 months. Applicants to the PEQ are required to have advanced intermediate knowledge of spoken French.
The PEQ Program is an accelerated selection program for skilled workers who wish to obtain a Certificat de sélection du Québec (Québec selection certificate) with a view to becoming permanent residents. The program is intended for Quebec graduates and Temporary foreign workers who meet certain conditions, such as demonstrating advanced intermediate knowledge of oral French.
The Québec Experience Program does not use a selection grid and does not take into account the characteristics of the spouse or de facto spouse.
If you hold a post-graduation work permit, you may apply for permanent selection as a Québec graduate or temporary foreign worker based on the selection conditions that are the most advantageous for you, using the appropriate form.
