QUEBEC SKILLED WORKER (QSWP) / Arrima portal

Quebec has a special agreement on immigration with the Government of Canada. The province has its own rules for choosing immigrants who will adapt well to living there.
To immigrate to Canada as a Quebec-selected skilled worker, you must apply in the following 2 stages:

1- Apply to the Government of Quebec for a Quebec Selection Certificate (Certificat de sélection du Québec [CSQ]).
- The Province of Quebec will assess you, using its own rules.
- The certificate shows that the Province of Quebec has accepted you as an immigrant.
2- If the Province of Quebec chooses you and gives you a CSQ, you must apply to Immigration, Refugees, and Citizenship Canada for permanent residence.

Quebec's Arrima portal
On September 18, 2018, Quebec's immigration ministry, the Ministère de l'Immigration, de la Diversité et de l'Inclusion (MIDI) began accepting expressions of interest to apply for the Quebec Skilled Worker program through the Arrima portal. All potential applicants to the QSWP must first submit an expression of interest for free by completing a profile using the Arrima portal. The Arrima portal will remain open year-round and individuals looking to immigrate to Quebec under the QSWP will be able to submit an expression of interest profile at any time.
Arrima is the online portal for expressions of interest from foreign nationals interested in immigrating to Quebec under the Quebec Skilled Worker Program. Anyone 18 years of age or older can submit an expression of interest using Arrima.
The Arrima following the coming into force of the Quebec Immigration Act and regulations on August 2, which put an end to the previous “first-come, first-served” application process for the QSWP.
By implementing an Expression of Interest (EOI) system, the Government of Quebec can now issue invitations to apply for a Quebec Selection Certificate on a more regular basis and reduce application processing times for the QSWP.
What is a Quebec expression of interest?
Quebec’s Immigration Ministry (Ministère de l'Immigration, de la Diversité et de l'Inclusion, or MIDI) adopted the Expression of Interest System to facilitate the process of applying for immigration to Quebec under the QSWP.
The new system enables anyone who meets the age requirement (18 years) to first submit an expression of interest by completing an online profile via the Arima portal. An expression of interest profile is assessed based on information provided, such as the area of training, educational level, language skills and work experience, and other information.
Expression of interest bank candidates who meet eligibility criteria and labor market needs in Quebec will be prioritized by Quebec’s Immigration Ministry.
What happens once an expression of interest is submitted?
Once an Arrima account is created, a candidate has 90 days to complete and submit his or her expression of interest. Candidates must have a valid email address to register an Arrima account.
An expression of interest remains valid for a year and candidates will be able to update their profile during the entire validity period. For example, candidates can increase their chances of being invited by completing a french language test.
Candidates who are invited to apply for Quebec Selection Certificate will be required to satisfy certain cut-off and passing scores based on Quebec's unique QSWP points Grid.
What are the next steps once an invitation to apply is issued?
If invited to apply for the QSWP, candidates will have 90 days to submit a complete application for a Quebec Selection Certificate (CSQ).
The application review process begins once all documents are provided by the applicant. Some applicants may be invited to attend an interview to verify the information provided in the application.

Selection factors in the Point Grid
The selection factors and criteria are designed to assess your social and professional profile (as well as your spouse’s, if applicable) and help determine your potential for integrating into the Québec labor market and Québec society? The factors and criteria considered are:
- Your Training (level of education and Area of Training). Please note that since December 31, 2015, only diplomas obtained before the submission of your application are considered in the attribution of points for the Education Level criterion;
- Your Work Experience;
- Your age;
- Your Knowledge of French and English;
- Your stays in Québec and family relationship with a Canadian citizen or a permanent Québec resident;
- Having an employment offer validated by the Ministère;
- Characteristics of your accompanying spouse or de facto spouse, if applicable;
- Presence of Accompanying Children, including the number of children under the age of 22 who will be accompanying you to Québec;
- Your capacity for Financial Self-Sufficiency (you must sign a contract in which you undertake to provide for your needs and your family’s needs for at least the first three months following your arrival in Québec).
